Dubai may offer a different rental, ownership and currency profile from Colombo, but a Sri Lankan investor should confirm the funding route first and then judge the property on evidence, net return and exit liquidity.

Confirm the Sri Lanka-side funding position first

Sri Lanka's foreign-exchange framework distinguishes residents, non-residents, emigrants and different account / funding categories, and the Department of Foreign Exchange lists new 2026 overseas-investment regulations and a Section 22 order dated 18 June 2026. Outward capital transactions can be restricted even when the destination country allows the investment. Before a non-refundable reservation, establish your foreign-exchange status, where the capital is held, whether it is LKR / eligible foreign currency / offshore money, the permitted purpose and account route, the bank's documentary requirements and the payment timeline. The rule is simple: Funding Route First. Property Second.

"Dubai property" is not one market

Dubai includes mature apartment buildings with observable history, family villa and townhouse communities, new-development corridors with large future supply, premium waterfront stock, offices and retail, and warehouses and logistics. A citywide average cannot tell you whether a specific unit is attractive — the correct comparison set is the asset's real competitive market: same community / building class, similar layout or plot, similar age / condition and similar tenant / buyer pool.

Evidence now, or a future delivery story

Ready / resale gives more observable information — the unit can be inspected, service charges checked, rents compared, recent transactions used to anchor price, and tenant status verified — though a ready unit can still be overpriced, badly maintained or heavily supplied. Off-plan changes the capital profile with staged instalments, new specification and early selection, but adds no immediate rent, construction and handover exposure and future competing supply. For a Sri Lankan resident, a long payment plan is not a legal workaround for foreign-exchange rules — each payment must still have a lawful funding path.

Separate gross yield from the real cashflow

Move from gross rent to net rental cashflow (after vacancy, management, service charges, maintenance, financing and other costs), then separately model the growth assumption, purchase and sale costs, LKR / AED movement and Sri Lankan tax / reporting for your status. Entry price and currency are separate drivers

Even with attractive fundamentals, an investor can create a weak outcome by overpaying — compare the subject with recent sales, similar units, nearby ready alternatives and competing launches before committing. And because a Sri Lankan investor thinks in LKR while Dubai property is priced in AED (linked to USD), currency is a separate exposure. Regulation structures the transaction; build the exit before you buy

DLD registration, regulated brokerage, off-plan project registration and escrow controls improve process transparency — they do not guarantee delivery dates, rent or resale profit. Before purchasing, answer who is likely to buy the unit later, how many competing units may exist, what selling costs apply, whether an assignment restriction exists, and how proceeds will be held, repatriated or redeployed under the Sri Lankan rules in force at that future date.

Dubai permits foreign ownership in designated freehold areas. That is separate from whether a particular investor can lawfully transfer capital from Sri Lanka under current foreign-exchange rules — check both.
